Oh damn I got all excited, I thought Tony Blair actually wrote you back.
Anyway, on topic, there's no way of knowing what would happen. If China actually started a program of doing that to humans, I doubt the regular people in the military would go with that, and the few soldiers that stayed with teh gov wouldn't be able to deal with a billion people. |

Kind of it is, but (no offense) it's a form letter approved by one of his staff.
Technology getting to this point was really only a matter of time. I've heard a few people in the west have chips with medical information implanted already, so I don't know if the fact that people have done it is discouraging/scary or the fact that so few people agreed to it is good. Both I guess. |

| VeriChips NightSnake? I would find it reassuring that so few people are willing to get them, but they already track a lot of people (kids, prisoners, etc.) sometimes with non-implanted RFID chips, it's quite possible they'll start requiring it for certain groups and then it will expand. |

Well indeed. The ability to read the human mind does have medical uses, but the ability to take control of the human mind has no medical uses whatsoever.
The Chinese, presumably (they failed to explain what uses they see for it) have developed this technology for military purposes, but seriously, you're one nut short of a shell if you think that the world leaders in robotics need to mind control animals to obtain any forseeable results instead. |
